The April 7, 2025 regular Plan Commission meeting was called to order at 6:34pm at the Town Hall by Chair Fred Strand.
Members present: Duane Lahti, Margie Lahti, Adam Mattson, Sandy Rantala, Fred Strand, and Diana Reijo, clerk. Absent: None.
Motion by Sandy Rantala, second by Adam Mattson to approve the agenda as printed and posted. Motion carried unanimously by roll call vote.
Motion by Duane Lahti, second by Margie Lahti to approve the minutes of the October 7, 2024 regular board meeting as presented. Motion carried unanimously by roll call vote.

New Business:
Bayfield County Comprehensive Zoning Code Revision Questions
Bayfield County Zoning requested the Town’s input on the Future Land Use Map, Zoning Districts, and Permissible Uses. The Plan Commission reviewed the questions and made changes to the following items:
1.) Evaluate Future Land Use Maps:
The Town adopted a new Comprehensive Plan and Future Land Use Maps in 2023. The County’s use of this plan and map reflects the vision for the Town.
2.) Review Zoning Districts: Change the existing descriptions as shown in red and strikeout:
1.) R-1 Residential-1: This district provides for permanent residential developments in unsewered neighborhood environments
capable of being served with required services and utilities while, at the same time, being protected from traffic hazards and
the intrusion of (strike out) incompatible inconsistent residential land uses.
2.) F-1 Forestry-1: The district is to provide continuation for forestry programs and to permit copatible residential and
recreational development.
3.) A-1 Agriculturual-1: This district is designated to provide areas for general agriculture (strike out) and to prevent the
encroachment of scattered commercial and industrial enterprises, and (strike out) small lot residential development.
3.) Permissible Uses:
Most of the existing permissible uses should be consolidated, grouped into the following use categories:
1.) Businesses: For-profit businesses including retail wholesale, repair, medical, storage,
hotel, motel, bars, restaurants, recreational facilities, energy facilities, etc.
2.) Manufacturing: wholesale only, wholesale and retail, wholesale, retail and repair
3.) Non-profits: places of worship, clubs and associations, educational institutions, medical facilities, etc.
4.) Municipal: all government facilities
5.) Mining: all mining: non-metallic, both public and private; non-ferrous metallic, ferrous
The County should draft definitions of these use categories (as per zoning ordinance 13-1-4) and send to them to the Towns for their review and additional input.
Add a new use category for Concentrated Animal Feeding Operations (CAFOs).
Town’s should have the opportunity to review and make recommendations on the following uses before the County staff or Planning and Zoning Committee approves permits for the following:
o Conservation Subdivisions
o Mobile Home Park
o Group Living Facilities
o Dog Kennels, 12-39 dogs and 40 dogs and over
o Dog pound
o Transfer Stations (Solid Waste)
o Game Farm
o Cement & amp; Concert Product (Sales Mfg., Storage)
o Gasoline, Fuel Oil (Bulk Storage Tanks & amp; Related Facilities)
o Landfill, Solid Waste Disposal
o Non-Ferrous Metallic Mining Exploration
o Non-Ferrous Metallic Mining, Quarry (bulk Sampling, Equipment, Storage, Prospecting, etc.)
o Nonmetallic Mining
o Salvage & amp; Scrap Yards
o Slaughter House (Abattoir)
o Drag Strip (Auto or Motorcycle)
o Racetrack (Automotive, Horses, Snowmobile)
o Rifle Ranges, public and private
o Disposal Plant, Incinerator
o Disposal Plant, Sewage
o Mobile Tower/Class 1 Collocation
o Mobile Tower/Class 2 Collocation
o Concentrated Animal Feeding Operations
o All uses that require a County Environmental Impact Analysis (EIA)
Motion by Sandy Rantala, second by Margie Lahti to approve the above changes and categories for the zoning rewrite project and submit them to the town board for approval. Motion carried unanimously by voice vote.
