The May 8 2024 Town of Oulu regular board meeting was called to order by Jonathan Hamilton, Chair at 6:47pm at the Town Hall.
Roll Call: Members present: Jon Hamilton, Ed Burhans, Adam Mattson, Diana Reijo, clerk, and Margie Lahti, treasurer. Town employee/s: Mike Davidson, Jeremy Gordon.
Approval of Agenda: Motion by Mattson, second by Burhans to approve the agenda as printed and posted.
Motion carried unanimously by voice vote.
Consent Agenda:
Approve general fund vouchers 14201-14222 ACH 636-645
Minutes of the April 10, 2024 Regular Board Meeting & April 16, 2024 Special Board Meeting
Motion by Mattson, second by Burhans to approve the consent agenda as presented. Motion carried unanimously by voice vote.
Treasurer’s Report: General/ARPA/Park Donations – $226,343.15 Tax $ 108,795.72
Chairman’s Report:
Park, Cemetery, Town Hall Update
Completed repairs on concession stand
90% complete on pavilion
Painting will need to be completed, looking for volunteers from community or school for this• Met with SSHS regarding park use and repairs.
Board will need to have discussion on fundraising, park maintenance
Lawn mowing is on-going. Decision was made to try and have town crew keep up with mow-ing to save on labor costs
Recycling Center
Clean up was completed under budget
Gate replacement was completed
Working on how best to layout the center for ease of use for residents, attendant and town crew for clean up
Working on rules for what is accepted at center so it can be signed and enforced
Road Maintenance
Oulu received the LRIP grant to rebuild Airport Road from County B north to Kaukamo Road $979,071.00 total project cost, reimbursed up to a limit of $685,349.70.
Continuing with culvert inventory, Airport Road from B south to Hughes Town Line is com-plete for culvert R&R. 5 of 9 culverts need to be replaced. We can proceed with replacement on these in prep for patching and chip sealing road.
Black top patching has been started once we were able to get the cold mix about a week ago
Grader training has been tentatively set up for town crew next week as weather and schedul-ing with County trainer permits
County has also been contacted for estimate on crack-sealing, Airport Road and Boulevard Road
No word on BIL grants for Oulu Rock Road or County Line Road

No community groups registered at this time.
New Business:
Landfill Update:
Discussion held on landfill. Spring cleanup dumpster will be available at the landfill from June 1st through
August 3rd. Charge will be $20 per pickup load. Prices are:
Tires: $7 each for wheelbarrow/bike/ATV, $15 each car and light truck, $40 each for tractor/semi
Appliances – All appliances – ovens/ranges/refrigerators/freezers/dehumidifiers $25
$15 each for air conditioners/microwave ovens/TV’s
$10 each for electronics including laptops, computer towers, monitors/printers/scanners/ video players’/ cell phones
Scrap iron will be accepted. All fluids must be drained or it will not be accepted.
Other items not accepted are:
Oil filters and unused oil
Commercial or contractor refuse
Wood or construction materials
Furniture/mattresses
Asbestos containing material
No Combustible engines or 2-cycle engines
No batteries
No leaf blowers, lawn mowers, or weedwackers
Motion by Mattson, second by Burhans to purchase a trailer (Up to $7500) for various town usage. Motion
carried unanimously by voice vote.
Park Water Sample:
The results for the park water sample was received. The bacteria test results are safe and the nitrate level is below the maximum contamination level.
North Hissa Road Project:
Motion by Mattson, second by Burhans to advertise for request for proposals for ditching 1 mile of North Hissa Road with project to be completed by September 1 2024 Motion carried unanimously by voice vote. Proposals will be opened/reviewed at the June 12, 2024 regular board meeting.
Vanguard:
Motion by Mattson, second by Burhans to transfer our Simple IRA account to Ascensus Trust Company by July 12, 2024. Motion carried unanimously by voice vote.
