23 12 06 Regular Board Meeting Minutes

The December 6, 2023 Town of Oulu regular board meeting was called to order by Jonathan Hamil-ton, Chair at 6:55 p.m. at the Town Hall.

Roll Call: Members present: Jon Hamilton, Ed Burhans, Adam Mattson, Diana Reijo, clerk, and Margie Lahti, treasurer. Town employee/s: Mike Davidson and Jeremy Gordon.

Approval of Agenda: Motion by Mattson, second by Burhans to approve the agenda as printed and posted. Motion carried unanimously by voice vote.

Consent Agenda:

• Approve general fund vouchers 14078-14115 ACH 608-611

• Minutes of the November 8, 2023 Regular Board Meeting & November 12, 2023 Budget “Working” Committee

Motion by Mattson, second by Burhans to approve the consent agenda as presented. Motion carried unanimously by voice vote.

Treasurer’s Report: General/ARPA/Park Donations – $268,690.44 Tax $ 1,673.55

Chairman’s Report:

• Park/Cemetery/Town Hall Update:

  • No updates, all closed down

• Road Maintenance

  • Sand traps on Eastview have now all been dug out and repaired

  • Road sign work continues to replace missing or damaged signs

  • More shouldering was done Airport and Bayfield Line

  • Grading on going. Roads graded are Airport Rd, Kaukamo Rd, and Hokkanen Rd, Hoover Line Rd south.

  • On-going winterizing equipment and maintenance

  • Pickup truck hub work has been completed

  • New plow was delivered and installed

  • LRIP grant was submitted. Oulu is number one on the list as it goes to the state for review.

  • No word on BIL grant for ORR, probably not until February or March

Community Groups:

No community groups registered at this time.

New Business:

Adoption of the 2024 Town of Oulu Budget:

Motion by Mattson, second by Burhans to adopt the 2024 budget as presented. Motion carried unanimously by voice vote.

Election Inspectors:

Motion by Burhans, second by Mattson to appoint Michelle Dawson, Barbara Tapani, Kimberly Hamilton, Sandra Rantala, Bonnie Rantala, and Diana Reijo as election inspectors to serve a two-year term beginning January 1, 2024 – December 31, 2025. Motion carried unanimously by voice vote.

Correspondence:

• Romaine Robert Quinn, State Senator – Notifying Town of Oulu About a 62% Increase in Shared Revenue

• Bayfield County Board – Comprehensive Plan Ordinance and Ordinance Amendment

• January 10, 2024 - Regular Board meeting – 6:45pm, bills reviewed at 6:30pm
