The October 11, 2023 Town of Oulu regular board meeting was called to order by Jonathan Hamton, Chair at 6:42 p.m. at the Town Hall.
Roll Call: Members present: Jon Hamilton, Ed Burhans, Adam Mattson, Diana Reijo, clerk, and Margie Lahti, treasurer. Town employee/s: Mike Davidson and Jeremy Gordon.
Approval of Agenda: Motion by Mattson, second by Burhans to approve the agenda as printed and posted. Motion carried unanimously by voice vote.
Consent Agenda:
Approve general fund vouchers 14031-14058 ACH 600-602
August 30, 2023 Policy Committee Meeting, September 13, 2023 Regular Board Meeting, and October 3, 2023 Special Board Meeting
Motion by Mattson, second by Burhans to approve the consent agenda as presented. Motion carried unanimously by voice vote.
Treasurer’s Report: General/ARPA – $366,317.32 Tax $ 1,752.41
Chairman’s Report:
Park/Cemetery/Town Hall Update: Park has been shut down for the season. Well pump electrical fittings have been evaluated for repairs and replacement. Cemetery has been mowed for the last time. The doors on the town hall have been replaced and the window has been repaired
Road Maintenance:
Boulevard Road – pulverizing, graveling and ditching is complete
County Line Road – pulverizing and graveling have been complete. Waiting for ditch-es to dry out to complete the clearing, slope and culvert.
Continued laying gravel and grading on town roads.
Started fixing shoulders and radius where gravel has been worn away by mail boxes and turns. Will continue until done or weather turns.
Gravel has been stockpiled at garage for early spring repairs before pits open.
Laid gravel around shop driveway and town hall.
Completed boom mowing.
On-going winterizing equipment and maintenance. New plow delivery has been bumped to end of October.
Continue to work on LRIP grant.
Chairman attended the Town Road Improvement (TRI) Committee meeting on October 4. The Town of Oulu did not get the Entitlement portion of the local grant. Oulu is number 12 on the list and the money ran out before they got to Oulu. We should be el-igible next year. If we receive this “Pot-o-Money” we could use it for the chip sealing project on south Airport Road.

LRIP Project Update:
Chairman Hamilton continues to work with Emmer Shields on the Airport Road Project. If our pro-ject is selected the reimbursement should either be 50/50 or 80/20.

Bayfield County Board of Supervisors – Amendatory Ordinance 2023-11 and Amendatory Ordinance 2023-13
Xcel Energy - Xcel Energy is scheduled to rebuild the transmission line on the West side of Airport Road. From just north of North Hissa Rd, then south to Substation at County B, the distribution circuit is also on the same structures. They need to build a temporary line 4- 6 months) to keep the customers in power. This would be approximately 10 ft from the edge of the pavement. The project is scheduled to start in 2025.
