26 05 13 Regular Board Meeting Minutes

The May 13, 2026 Town of Oulu regular board meeting was called to order by Jonathan Hamilton, Chair at 6:52 pm at the Town Hall.

Roll Call

Members present: Jon Hamilton, Adam Mattson, Duane Reijo, Diana Reijo, Clerk, and Marla Lahti, Treasurer. Absent: None. Town employee/s: Jeremy Gordon & Michael Davidson.

Approval of Agenda

Motion by Reijo, second by Mattson to approve the agenda as printed and posted. Motion carried unanimously by voice vote.

Consent Agenda

• Approve general fund vouchers 15208-15219, ACH 885-902

• April 8, 2026 Regular Board Meeting

Motion by Reijo, second by Mattson to approve the consent agenda. Motion carried unanimously by voice vote.

Treasurer’s Report

• General $90,767.01 and Tax Account $109,603.25

  
  

Chairman’s Report

Park and Cemetery

• Cleaned up stick and leaf piles at the cemetery

Roads/Garage

• Grading, Bayfield Line, Hoover Line, Kaukamo, Hautala, Hollander, Rankinson, North Hissa, Geotsch, and Oulu Pederson roads

• Ditching on north Hoover Line Road

• Reset culvert on south Hoover Line Road

• Basic road maintenance

• Routine equipment maintenance

Other

• Spring road inspection completed on May 4 to confirm plan for grading and gravel placement

• Coordinated with Grayt Electric on re-wiring job at Oulu Pioneer Park

• Coordinated with Murray Schmeer from Excel Energy on new line to the park. Emphasis placed on needing it done prior to May 23 when the first graduation party is scheduled.

Community Groups as Pre-Registered

New Business

Gravel Bids

Three gravel bids were received.

1. Olson Bros. - $18.75cy

2. South Shore Sand & Gravel - $25.13cy

3. Trust Trucking - $18.41cy

Motion by Reijo, second by Mattson to award the bid to Trusty Trucking for $18.41 cy. Motion carried unanimously by voice vote.

Resolution

Motion by Reijo, second by Mattson to adopt 26-01 Town Board Resolution Supporting a Comprehensive and Sustainable Transportation Funding Solution. Motion carried unanimously by voice vote.

Set Dates for Next Meeting/s

• June 10, 2026 – Regular Board Meeting 6:45 pm. Bills will be reviewed at 6:30pm

• June 15, 2026 – Open Books – 5-7 pm

• June 29, 2026 – Adjourned Board of Review – 5-7 pm

Correspondence

• Wisconsin Historical Society – New Cataloging Notice for Pine Glade Cemetery

• Bayfield County Clerk – Amendatory Ordinance No. 2026-06, adding three additional routes to the UTV/ATV trails on county highways.

Closed Session

Motion by Mattson, second by Hamilton to adjourn to closed session per Wisconsin Statutes 19.85(1) (c) at 7:14 pm to discuss employment, promotion, compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility. Roll call vote: Yes: Hamilton, Mattson, Reijo. No: None. Absent: None. Abstain: None. Motion carried unanimously by roll call vote.

Reconvene to Regular Session

Motion by Reijo, second by Hamilton to reconvene to open session at 7:34 pm. Motion carried unanimously by voice vote.

Motion by Hamilton, second by Reijo to approve employee compensation as presented. Motion carried unanimously by voice vote.

Motion by Reijo to adjourn. Meeting adjourned at 7:35 pm.
