The August 9, 2023 Town of Oulu regular board meeting was called to order by Jonathan Hamilton, Chair at 6:45 p.m. at the Town Hall.
Roll Call: Members present: Jon Hamilton, Ed Burhans, Adam Mattson, Diana Reijo, clerk, and Margie Lahti, treasurer. Town employee: Mike Davidson
Approval of Agenda: Motion by Burhans, second by Mattson to approve the agenda as printed and posted. Motion carried unanimously by voice vote.
Consent Agenda:
Approve general fund vouchers 13993-14006 ACH 591-595
July 12, 2023 Regular Board Meeting, June 16, 2023 Special Board Meeting and July 17, 2023 Special Board Meeting
Motion by Mattson, second by Burhans to approve the consent agenda as presented. Motion carried unanimously by voice vote.
Treasurer’s Report: General/ARPA – $132,551.40 Tax $111,597.89
Plan Commission Report: Fred Strand
Fred Strand presented the Plan Commission Report. The Plan Commission:
Approved a final draft of the Existing Land Use Map, the Future Land Use Map and the Comprehensive Plan document.
These maps and plan will be sent to the Northwest Regional Planning Commission for finalizing for both a printed and electronic format plan.
The electronic version will be placed on the Town’s website.
Finalized the Comprehensive Plan work and time plan. This includes:
o In September the Plan Commission will approve a Resolution recommending the Town Board adopt the updated Comprehensive Plan.
o In September for the Board to set the Public Hearing date which will be preceded by a class 1 notice published at least 30 days before the public hearing.
o November 8th the Board will hold the Public Hearing and adopt the updated Comprehensive Plan.
Chairman’s Report:
Park Update: Park lawn and trails have been mowed and routine maintenance performed
Road Maintenance:
o The contract with Olson Bros has been signed. Work will begin as soon as they can fit it into their schedule
o Position for another maintenance worker was posted – no applications were received, we will continue to post until position is filled
o Road gravel is roughly one-half completed, gravel has been laid on Bayfield Line, North
Hoover Line, Middle Hoover Line, and Pudas west of County B
o Grading is on-going as best as can be done with extremely dry conditions
o Pot holes have been filled, it’s an on-going project
o Ditch mowing is in progress with double pass and some triple passes
o The new plow for the truck is scheduled to arrive in mid-October
o Jon Hamilton and Mike Davidson are attending the PASER/WISLR Training
